. Papers that are, or might be, related to any aspects of the Complex-Valued Neural Networks (CVNNs) are invited. Yasuaki Kuroe was received the B.S. and M.S. degrees both in instrumentation engineering from Kobe University, Kobe, Japan in 1974 and 1977, respectively. He also received the Ph.D. degree in industrial science from Kobe University in 1982. Now he is Professor with the Department of Information Engineering, Kyoto Institute of Technology. His research interests are in the area of neural networks, computer-aided design of power electronic systems and control systems, application
of control theory, digital control and non linear problems in dynamical systems. Dr. Kuroe is a member of the Institute of Electrical Engineer
s (IEICE), the Institute of Electronics and Communication Engineers and the Society of Instrument and Control Engineers (SICE). He is also a
member of IEEE Computational Intelligence Society (CIS) Complex-Valued Neural Networks Task Force (CVNN-TF) in Neural Network Technical
Committee (NNTC). He received many awards including 2014 SICE SI Annual Conferecen Best Paper Award.

Tohru Nitta, National Institute of Advanced Industrial Science and Technology, Japan

Tohru Nitta received a Bachelor of Science degree in mathematics,
Master and PhD degrees in information science from University of Tsukuba (Japan) in 1983, 1985, and 1995 respectively. From 1985 to 1990, he was with NEC Corporation and engaged in research on expert systems. He joined the Electrotechnical Laboratory, Agency of Industrial Science and
Technology, Ministry of International Trade and Industry, Japan (1990). He
is currently a senior researcher in National Institute of Advanced Industrial Science and Technology (former Electrotechnical Labor
atory), Japan. He was also with Department of Mathematics, Graduate School of Science, Osaka University, Japan as an associate professor from
2000 to 2006, and as a professor from 2006 to 2008 (additional post). He has been working in the areas of game theory, stochastic processes, optimization, expert systems and hypercomplex neural networks such as complex- and quaternion-valued neural networks. He has published one edited book: Complex-Valued Neural Networks: Utilizing High-Dimensional Parameters, Information Science Reference 2009. Dr. Nitta served as a Guest Editor for the special issue on Complex-Valued Neural Networks in International Journal of Neural Systems from 2006 to 2008. Dr. Nitta has been a Special Session Organizer on Complex-Valued Neural Networks for ICONIP2002 and a Special Session Co-Organizer on Clifford Algebraic Neural Networks for ICONIP2011. From 2010 to 2014 he was a Board Member of the Japanese Neural Network Society (JNNS).
He is also a member of the Task Force on Complex Neural Networks
and a Member of the Young Researcher Award Committee, Japan Chapter (both within IEEE CIS).

Akira Hirose, The University of Tokyo, Japan

Akira Hirose (F’13) received the Ph.D. degree in electronic engineering from The University of Tokyo, Tokyo, Japan, in 1991. In 1987, he joined the Research Center for Advanced Science and Technology (RCAST), The University of Tokyo, as a Research Associate. In 1991, he was appointed as an Instructor at the RCAST. From 1993 to 1995, on leave of absence from The University of Tokyo, he joined the Institute for Neuroinformatics, University of Bonn, Bonn, Germany. He is currently a Professor with the Department of Electrical Engineering and Information Systems, The University of Tokyo. The main fields of his research interest are neural networks and wireless electronics. Dr. Hirose is a Senior Member
of the Institute of Electronics, Information and Communication
Engineers (IEICE), a member of the Japanese Neural Network Society (JNNS) and a member of Japan Aerospace Exploration Agency (JAXA)
Engineering Committee. He served as the President of JNNS, the Editor-in-Chief of the IEICE Transactions on Electronics, an Associate Editor of journals such as the IEEE TRANSACTIONS ON NEURAL NETWORKS
and the IEEE GEOSCIENCE AND REMOTE SENSING NEWSLETTER, the Chair of the Neurocomputing Technical Group in the IEICE and the
General Chair of the 2013 Asia-Pacific Conference on Synthetic Aperture Radar (APSAR) in Tsukuba. He currently serves as a member of the IEEE
Computational Intelligence Society (CIS) Neural Networks Technical Committee, the Founding Chair of the Complex-Valued Neural Network Task Force in NNTC, the Governing Board Member of the Asia-Pacific Neural Network Assembly, the Co-Editor-in-Chief of the Journal of
IEICE, the Vice President of the IEICE Electronics Society, IEEE
Geoscience and Remote Sensing Society (GRSS) AdCom member, IEEE GRSS Distinguished Lecturer, IEEE GRSS All Japan Chapter Chair, and IEEE CIS Japan Chapter Vice-Chair.
